This first HD photo shows the statue called L'Air, which is an allegory depicting The Air, and hence why you can see the young child that has wings like butterfly wings and an eagle to the side, that was initially sculpted in plaster, and when approved was then reproduced in stone.
So here you can see a close up of The Air statue with the detailing that went into this, which was produced by Hyacinthe Phileas Sobre, who was the son of a sculptor born in Paris in 1826, and following in his fathers footsteps he entered the Ecole des Beaux Arts studying under Jules Ramey.
Hyacinthe Phileas Sobre regularly exhibited his works at the Salons for French artists right up until 1895, plus he received three different orders for the Palais du Louvre, along with one for the Hotel de Ville and another for the Palais Garnier Opera House.
Although this image shows the location of L'Air statue, which is located on the top level balustrade by the roof line of the Aile Daru, and when you are looking at this facade from the courtyard of the Louvre Museum called the Cour Napoleon, you will see this was put in place at the far right hand side of the wing.
