This first HD photo shows an allegorical statue called La Mecanique, which in English translates to The Mechanic, although sometimes this is referred to as Mechanics, and you can see a part of machinery positioned next to the winged child, along with a part of a cog underneath the left arm, all relating to this allegory.
You will find that the allegorical statue of La Mecanique was sculpted by Jean Francois Soitoux who was born in Besancon in 1816, yet went to Paris to study sculpture under David d'Angers and Jean Jacques Feuchere with his first work presented at the 1850 Salon for French artists.
From there Jean Francois Soitoux started to receive commissions such as several for the Tuileries Palace, which unfortunately has since been destroyed, but also many statues for the Palais du Louvre including this one and two of the series of famous men in French history, and he was awarded to Legion of Honour in 1866.
However, this photograph shows the location of The Mechanic statue, which as you can see, is located on the third level balustrade by the roof line on the Aile en retour Turgot, and this is third from the left hand side.
Now this is actually classed as within the Cour Napoleon, which is the main courtyard of the Louvre Museum, however to view this and the other statues on the Aile en retour Turgot facade, you would need to be standing in the Cour du Carrousel, as this is the western wing next to the Pavillon de Rohan.
