This particular statue is an allegory called Les Combats, which is located on a wing of the former Palais du Louvre called the Pavillon Lesdiguieres, which runs along the Quai des Tuileries facing the River Seine in the 1st Arrondissement of Paris.
And in this HD photo you can see it is located on a pediment by the roof line of the Pavillon Lesdiguieres, which is next to the arched entrance through to the Place du Carrousel, and this allegorical stone statue is positioned on the third level as the very first statue on this wing from the left hand side.
So Les Combats was produced by the French sculptor Edme Jean Louis Sornet, who was born in 1802 and passed away in 1876, which was only six years after this statue was put in place during the restorations of this world famous tourist attraction in Paris.
