Now this first image depicts Philippe de Champagne, and located on the first level of the Aile Mollien wing, this is positioned second from the right hand side as you are looking at the facade, and sculpted by Louis Alphonse Eudes, it was put in place in 1857.
And this second HD photo shows a closer view of the statue dedicated to Philippe de Champagne, who was born in Brussels in May 1602, yet went to Paris in 1621 and worked with Nicolas Poussin on decorating the Palais du Louvre. He then returned to his home country for a while before returning to Paris.
Upon his return, he worked for people such as Queen Marie de Medici at the Palais du Luxembourg and for Cardinal Richelieu, and most of his paintings were religious scenes that can still be viewed in many buildings such as the Val de Grace church, until he passed away in Paris in the August of 1674.
