This HD photo shows one of the steel sculptures, which is located along the Quai Saint Bernard on the promenade of the River Seine within the Jardin Tino Rossi, and this is one of over fifty different sculptures and statues you can discover within the free open air museum in Paris.
The museum was first created in 1980 to displays works from numerous different artists of different nationalities all dating from the second half of the 20th century, and although some have plaques providing details, the one you can see in this image did not, so we will leave it to your own imagination as to what the artist was trying to interpret.
