In this first photo you can see the whole bronze statue with its base that was produced by the French artist Rachid Khimoune, and this is one of the 21 statues located within the Pavillon du Vent area of Parc de Bercy, which are called The Children of the World, and having been designed from unusual items such as manhole covers and grills, these were inaugurated here in 2001.
Here you can see a close up photo showing this bronze statue, which was named Jean-Baptiste the Monegasque, which relates to the country of Monaco and the name is actually a dialect of the Ligurian language spoken in the country, and if you look closely at the hat in this image, you will see it says Monaco on it.
