A part of Paris city life is keeping the residents and millions of tourists safe, or of course dealing with any issues and problems that do arise, and therefore you will always see a police presence, and they use numerous different means of transport like bikes, rollerblades, cars, helicopters and in this case a rigid bottomed inflatable boat, as you can see in this photograph.

So this marine boat is one of several boats within the fleet of the Prefecture de Police that you will see on the River Seine, which are manned by an elite squad called the Brigade Fluviale who are all divers, swimmers and boat handlers as well as armed officers, so they can deal with any situation such as someone falling overboard from a boat or recovering evidence from a crime.
