Jean-Charles Alphand is probably most recognised as the engineer and designer of the Bois de Boulogne and the Bois de Vincennes, along with his chief gardener Jean-Pierre Barillet-Deschamps, however, he is also responsible for many other gardens and parks in Paris, including the Jardins du Trocadero.

And one of the features that Napoleon III wanted to see were expanses of water, cascades and other elements that would make the grounds look picturesque and inviting, so hence why you can see different ponds and manmade streams within the Trocadero Gardens, just like this one.
