It was Napoleon III who wanted more public parks and gardens created throughout the city, along with additional areas annexed to Paris, taking the amount of Arrondissements from 12 to 20, and the Jardins du Trocadero were a part of this plan, within the 16th Arrondissement of Paris.

Originally it was the Prefect of the Seine, Baron Haussmann who started implementing all the different changes, however, after the Empire was overthrown, the Third Republic put Jean-Charles Alphand in charge of completing many projects set in place, which included the design of the Trocadero Gardens in an English style respecting nature and being more rustic in appearance.
