Jean-Charles Alphand had initially been appointed the engineer in charge of constructing new public green spaces by Baron Haussmann and he continued to implement the changes being made to the city even after Haussmann was no longer the Prefect of the Seine.

This included the design of the Jardins du Trocadero water features and gardens in readiness for the 1878 World Fair in Paris, with this area having already been annexed to the city in the 1860s, as originally it was one of the suburbs known as Passy, as Napoleon III had wanted a green space to be within walking distance of every Parisian.
